FULL COUNCIL MEETING ON THE 29 th JUNE 2026

Agenda item 3

The community council agreed that the minutes of the previous meeting, the Annual Meeting of the full Council on the 11th May 2026, were an accurate reflection of that meeting.

Agenda item 4

The community council agreed the payment schedule as prepared by the Proper Officer and explanations were given where appropriate

Agenda item 5

To receive a report from the representatives of external bodies 

Sully Primary School

Councillor Judd advised that there is a meeting this week. She advised that the budget forecast had been received and that the school would have to plan their way out of a deficit. It was apparent that there may need to be a reduction in the number of classes. She would update further following this meeting.

Chemical Advisory Board

Councillor James was not in attendance so there was no update.

Community Liaison Panel

The last scheduled meeting has been cancelled but the next meeting is on the 2nd July 2026. Councillors will report back following this meeting.

One Voice Wales

The last scheduled meeting was cancelled due to illness. The next meeting is due Autumn 2026  

Councillors Mahoney & Gilligan

There had been no reports or information relevant to the community received from either councillor.

Section 6 Obligations

Councillor Lynn advised that the internal audit had raised an issue with regard to the statutory provision of a bio diversity plan. He will be seeking to address this issue. He advised that other matters will be discussed under item 12

Agenda item 6

There were no members of the public present at the meeting. Therefore the Chair moved to the next item of business on the agenda

Agenda item 7

The Proper Officer gave updates regarding a number of issues

He had recently signed an SLA with the VOGC regarding the provision of legal advice. There was no cost involved in this undertaking.

Signage in respect of the water provision at the Pavilion will be purchased

The paint for the bench is with the council and this will be completed when the weather is favourable

Agenda item 8

Councillor Cannon will look to arrange some sort of expression of interest in respect of  allotments be circulated via various social media feeds. Following this, dependant on what sort of interest there is then the council can consider next actions and monetary spend.

Agenda Item 9

The Community Council agreed the councils account and accepted the report of the internal auditor.

Agenda item 10

The Proper Officer advised that he had circulated a clients briefing note to four different chartered surveyors in respect of building condition reports for the Pavilion and Hall. He had only received two responses, one that could not provide the required inspections and one that could. Having considered the timeliness of matters in respect of the CAT, the councillors decided to accept the quote from Alex French Associates and they will be commissioned to carry out the work.  

Agenda Item 11

The Community Council agreed that the Proper Officer correspond with the Saving Sully Group, with a view to arranging a meeting to ascertain the current position of various proposed projects, and outstanding legal matters affecting the village.

Agenda Item 12

The matter of a beach clean was discussed as the annual Marine Conservation Society’s Great British Beach Clean takes place between the 18th & 27th September. There was agreement that there should be a clean in Sully although previous years has seen small rewards in respect of the effort of volunteers. There were a number of factors for this. It would appear that maybe dates earlier than those provided by the MCS may prove more rewarding and this will be explored by Councillor Lynn     

Agenda Item 13

The proposed date of the next meeting of the Community Council is a Finance Committee Meeting on the 7th September 2026

Part 2

 

The Chair moved to Part 2 of the meeting where due to the confidential nature of the items to be discussed, would normally issue a declaration and exclude the public. However, there were no members of the public present to exclude.

Agenda Item 1

There were a number of items discussed which were of a confidential nature. It would appear appropriate that these matters could be brought before the meeting in September.
