Key Decisions and Updates:

Agenda Item 3 – Approval of Minutes


The minutes of the Full Council meeting on 2nd December 2024 were approved. A request was made for the Proper Officer to distribute a list of actions resulting from meetings.


Agenda Item 4 – Payment Schedule


The payment schedule, prepared by the Proper Officer, was approved.


Agenda Item 5 – Updates from External Representatives:


  • Sully Primary School: No recent updates.

  • Evenlode School: Councillor Lynn reported that his tenure as the school representative is ending, and the Vale of Glamorgan Council (VOGC) will appoint a replacement.

  • Chemical Advisory Board: No recent meetings.

  • Community Liaison Panel: Councillor N. Parry plans to raise concerns about the lack of PCSO coverage in Sully at the next meeting on 30th January.


Agenda Item 6 – Public Participation


One member of the public attended but had no questions or comments.


Agenda Item 7 – Proper Officer and Councillor Updates:


  • Cladding for Jubilee Hall is scheduled for February, pending structural assessment.

  • The Proper Officer will review the Jubilee Hall lease, expiring in 2028, and assess storm-damaged fencing for potential insurance claims.

  • The lack of disabled access at the Taylor Wimpey site (Gwel yr Ynys) was raised with VOGC. Follow-ups are in progress.

  • Updates on storage arrangements and fees for facilities were deferred to the Playing Fields Working Group.

  • Spinney Caravan Park has paid for bin emptying at BP field for 2025.


Agenda Item 8 – New Councillor


Councillor Christopher Hall was welcomed following his election on 17th December 2024.

Agenda Item 9 – Grants and Donations Policy


The revised policy was adopted and will be reviewed in 12 months.


Agenda Items 10 and 11 – Deferred Items


  • Website administration: Updates awaited from Councillor Cannon.

  • Fencing repairs: Deferred to the Playing Fields Working Group.


Agenda Item 13 – Donation to Rotary Club


The Council approved a donation to the Rotary Club of Dinas Powis for their support during Christmas.

Agenda Item 14 – Community Event


A budget was agreed for the event on 8th May 2025.


Agenda Item 15 – Next Meeting


The next Full Council meeting is scheduled for 5th February 2025.
