Dear Local Government Colleagues / Stakeholders
The Minister for Housing and Local Government and Welsh Government officials have engaged with a range of stakeholders over the last year and a half on the development of proposals to establish Corporate Joint Committees (CJCs) to exercise certain local authority functions on a collaborative basis, as provided for in the Local Government and Elections (Wales) Bill currently before the Senedd.
Today, the Minister for Housing and Local Government is launching a formal consultation on the draft regulations which will establish four regional CJCs across Wales.
The intention is for them to exercise functions relating to strategic development planning and regional transport planning; they will also be able to do things to promote the economic well-being of their areas.
We wish to seek your views on the regulations which will establish these CJCs - setting out their area, the core governance and constitutional arrangements, finance and funding, provisions for staffing and workforce, and the functions which they will exercise.

Mae swyddogion y Gweinidog Tai a Llywodraeth Leol wedi ymgysylltu ag amrywiol randdeiliaid dros y flwyddyn a hanner ddiwethaf ar ddatblygu cynigion ar gyfer sefydlu Cyd-bwyllgorau Corfforedig i arfer rhai o swyddogaethau awdurdodau lleol ar sail gydweithredol, fel y darperir ar ei gyfer ym Mil Llywodraeth Leol ac Etholiadau (Cymru) sydd gerbron y Senedd ar hyn o bryd.
Heddiw, mae’r Gweinidog Tai a Llywodraeth Leol yn lansio ymgynghoriad ffurfiol ar y rheoliadau drafft a fydd yn sefydlu pedwar Cyd-bwyllgor Corfforedig rhanbarthol yng Nghymru.
Bwriedir i’r Cyd-bwyllgorau arfer y swyddogaethau hynny sy’n ymwneud â chynlluniau datblygu strategol a chynllunio trafnidiaeth rhanbarthol. Byddant hefyd yn gallu gweithredu er mwyn hybu llesiant economaidd eu hardaloedd.
